Dragonet has some sort of disease? Please help!

I setup a nano tank and cycled for a month without fish. I put a whole bag of algae barn 5280 pods. I can see tons of them on the glass and in the refugium. I recently added two clowns but I put them in quartine because they had brooklynella. A little later I got a psychedelic dragonet. He was doing great for the first week until I realized it looked like his slime coat was coming off. I dipped him twice since then and I have yet to do it today. So, that three days in a row. Please take a look at the pictures and tell me what you think and what I should do. I would have put him in QT but I read you can't run copper with dragonets which I have running on the QT with my clowns. What do you think?
