Are they the same just different name depending on vendor? I look and am more confused. I just got both at the local swap but they look similar.
 
The same species of macro algae will look differrent depending on environmental conditions, such as light intensity and current.
 
They have been named for their features, dragons breath has a fire look under blues dragons tongue has long blades in a snake tongue characteristic

Yes, these two names in addition to Flame breath are used
 
Yeah I've found that common names like that are thrown onto many different, but similar looking, species. They're not at all a good identifier of the actual species. There are a lot of halymenia species that look very similar but with slight morphological differences so it's tough to get a 100% accurate ID unless you really spend a lot of time researching and inspecting the macro. For example, on AlgaeBase which is a database for macro algae, there are currently 70+ species for just halymenia.
