hi ive got some old rock from previous tank i would like to add as shelves etc.. they are pretty small pieces but theres around 20 i would like add over time, now the rock has been outside dried for around 4 months, would all the organic matter be dead and how would be best to rinse it or clean it? ideally I dont want to fully cycle the rock just clean it of decay then add to main live structure in tank?

I've done it before and have used the rock with no problems, i have 200 pounds in a bleach solution now for a 180 build I'm working on
is this bleach ok to use do you know? it's all I have at present and I'm not very familiar with bleach

That should do I also used peroxide on rock to clean it for my 5 gallon system I've been working on.
 
If it's dead and dry, a bleach bath will help with any organics left on it, but just soaking in salt water will do that also.

Me personally, i just added about 30# of dry pukani to my tank I got from a friend. As many of you know pukani is loaded with dry organics. I just soaked in salt water for 3 weeks, everything died off and it's good to go. Added about 2 weeks ago now. 0 issues with it.

so as the next step, rock is soaking in bleach for a few days, do I then give it a soak in ro and let it dry out in the sun? I have some seachem prime could I add that after the dry stage to get rid of any leftover chlorine or would it not be needed?
