If I have a return hole drilled so I can return water to the tank via this hole (beside my weir), when my pumps go off will the pumps stop the back flow or will water flow backwards into my sump through this hole too? So if this hole were lower than the weir the water line would fall all the way to the bottom of the hole in tank? Or not that hole and only the weir?

Water will back flow from the new return hole as well.

The pump won't stop it. Water will siphon through the return hole to the sump until the water level is low enough for air to break the siphon.

I don't live Loc Line, but it is a good thing to use in this situation. That way you can point the return closer to the surface.
