Dry Rock Curing Help

I recently bought a Reefer 250 as my third tank. I added ~40lbs of dry rock and a Marine Pure block that is enough for 100gal. I am on Day 10 of the Red Sea Mature Kit and of course just found out that the kit assumes you are using live rock. Since I am not my nitrates have been between 30 and 50 for several days now. My ammonia is around 0.2 and my nitrites have skyrocketed over the past 4 days. I have only done the 1 5% water change that the kit tell you to do on day 7. I have no algae and haven't seen a bacterial bloom either so I am not going to add any critters to the tank until I see something and the levels are down some.

My question is what would you recommend I do? Continue along with the kit per the instructions or add some bacteria? I have a bottle of BioSpira that is band new that I was thinking of dumping in to help get things going.
 
Update - I ended up dosing BioSpira and had a small bacterial bloom for roughly 12 hours. My nitrites and nitrates are still testing very high (>1 and >40 respectively). Any ammonia source added to the tank is converted very quickly (easily within 24 hours). At this point I am just not quite sure what to do about my Nitrites still being so high. I see that the conversion has taken place but it feels like it's stopped or something because the level really hasn't decreased in several days.
