Does Live Rocks with a history of staying in a PO4 rich water ( 5ppm) for a long time when exposed to sunlight for 3weeks makes it a dry rock with no phosphates?
 
No. It will still have PO4, but it will be generally free of critters. You can cook it, by doing a basic acid dip, which will significantly reduce the surface PO4. I don;t know the exact process. Just google "cooking dry rock".
