So I’m not new to the hobby but I am currently setting up a 55 right now and starting the cycling process, but I bought dry rock this time around and hosed it off somewhat and dipped in RODI water placed in tank let it all settle for a day with water in it was very clear but I turned on my power head and tank become very cloudy assuming it was from the dry rock maybe having dust or something any thoughts on what to do?

It's likely decaying material. I would suggest bleaching the rock first and then start over. You can get algae spores from unbleached rock which can be hard to remove in the future. Bleaching everything first helps you start from scratch.
