This is a super dumb question but can fish be quarantined (and only quarantined) for extended periods (4-5 weeks) in a mix of RODI and dechlorinated tap water or should I only use RODI.

I’m unsure if the composition of tap water once dechlorinated is harmful to the fish

Edit: I should probably clarify that it will be salt water LOL
 
Just avoid tap water all together especially if you don’t know what’s in it. No matter how many products you add you can’t purify it (without an RODI) or get rid of all the unwanted additives in it.
 
You'd probably be ok, but it largely depends on the source of tap water. Every region is different and some tap water may contain high phosphates or other minerals that may not be healthy for fish; it's kind of a gamble.
