Dusty looking too water

Question: I have a open lid aquarium and am noticing a dusty top layer of water. I am curious in how I would be able to fix this. I do weekly water changes and seems to not help.

Any advice would be greatly appreciated thank you guys

Maybe not enough surface agitation?
