In building a canopy. I plan on using plywood for the top and sides. Not sure if I want treated or untreated. Since in going to seal it with Flex steel.

the deminsion of the tank is 12.75 in l x 48.5 in w. the height i'm going 14 inches tall. as far as ventelation. I am leaving 24 inches in the back open. I have a HOB skimmer. which is more than enough to get it in and out if I have to clean it. and it's 7 inches away from the wall. the reason so tall. I currently im using a aquaticlife edge 48" reef edition. I'm switching to the SB 16" reef basic light(qty2). I plan on dropping those lights through the top which if my calculation are correct. it will be right at 12 inches from the top of the water.That’s up to you. I painted mine, but used treated anyways. How large is your canopy? Also a good idea to keep in mind the possibility of ventilation.

i'm thinking about using flex steel for the inside and on the frame since it will be exposed to the water.I used danish oil stain and urethane on mine.

You should be able to get by with 1/4 or 3/8 inch plywood ... 1x1s to reinforce the corners .... Being as it should only get humid not actually wet .... Any good urethane paint or clear finish AKA polyurethane should seal the wood fine...i'm thinking about using flex steel for the inside and on the frame since it will be exposed to the water.

A quality high gloss marine grade White urethane would seal the wood up GREAT .... And reflect light back in the tank ...

any particular order you applied them?

The oil would be first it slightly colors and feeds to Wood ... ( If the wood is full of oil and it can't absorb moisture )any particular order you applied them?
do I wanna do just the inside or the whole thing inside and out?
for the whole thing I plan on using Danish oil . then the inside besides that is not visible. I plan on using winmax.I'm not sure if I'm reading you correctly, but if you are talking treated like what is commonly used for fungus, mold, and even insects like termites, that stuff is copper based and nasty, I would not use anything like that (I saw a comment about pressure treated which is same)
Stain and poly or even just polyeurethane will seal just fine.
I like minwax fast drying poly best, it's held up well on my many builds over the years just fine and it's very forgiving in application.
I also like minwax stains.
Spar I believe has a different formula now, it used to be used a lot for outdoor and marine applications, but it used to be kinda brittle, I think they changed that though.
I find it important to maintain some flexibility, that's why I really like polyeurethane
