So I had originally thought he had Ich 4 weeks ago- but no other fish still are not displaying any symptoms.

I FINALLY caught the Blue Hippo (after removing 120lbs of rocks) and put him in my QT which i dosed with Copper. He looked really bad this morning, which is why i removed all the rocks.

In the QT he is just lying flat on the bottom, almost sometimes looks like his body is twisted. Hasn't swam around the tank at all, or eating food.

What options do I have?
 
So he's in a tank without rocks or sand. Have you tested the copper level? What type of copper are you using and which test kit? Raising copper too quickly or too much could have that affect. How long has he been in QT?

Have you tested ammonia? If so, are you using the Seachem Ammonia Badge or liquid test kit?

Copper also depletes oxygen so pointing a power head towards the surface is a good idea.

Do you have any pictures showing ich?
 
Ammonia in DT and QT is zero. He has been in QT for around 12 hours now.
 
If he has ich (first photo) then there's not much else you can do except ensure the Cu level is at (and remains) therapeutic.

However, if it's velvet (second photo) then you could do a FW dip + chemical bath to relieve symptoms, as outlined here: https://www.reef2reef.com/threads/velvet-amyloodinium-ocellatum.217570/#post-2499437
