I'd always pondered trying this, but assumed with rock being generally brittle, any attempts to drill large holes all around it would end with a pile of rubble. I have a lot of extra live rock, a 55g trash can filled with rock, water, and a pump. I bought a 1/2in diamond tipped hole drilling bit from Lowe's and proceeded drilling away. It turns out that a diamond tipped hole bit was entirely unnecessary. I ended up using a standard bit and drilled this rock full of around 15 holes, just big enough for plug. It was as easy as drilling wet sand and took a few minutes. I'm embarrassed I waited so long to try. It's a MUCH better solution than buying frag racks or those premade, artificial frag rocks.
