I am working to setup my first sw tank. It's going to be a 28g nano. What is the best way to utilize a QT without setting up and maintaining a complete 2nd tank?

Only set it up when you need it. Then disinfect the whole thing and equipment, disassemble and store for the next batch of fish. Keep a sponge in your sump so it can get seeded with bacteria for when you need to set up your QT.

What would be the minimum equipment needed to keep it up for a few weeks at a time

A tank, HOB filter, heater, small power head and some PVC for the fish to hide in is all you really need. One suggestion is that you either leave the QT running or start it weeks before hand and cycle it before you start your QT. I know some do not do this, and you can get away with it.

Personally I HATE QT! So when I do it, I QT as many fish as I can at one time. If I don't keep the tank cycled, then I'm always having to watch ammonia and possibly having to worry about doing a water change while in the middle of treating with meds. Again you can do this, but it adds to the complexity of QT by trying to figure out how much copper or whatever your treating with back to the water you just changed out.

The easier you make the whole QT process, the more likely you'll continue to do it. And you may even save a fish or two along the way.
