It is an effective cover for large fish but not for small fish - if a fish can physically fit through the grating then they will find a way! As far as light diffusion, as you can imagine it doesn't block direct light, but it does cut down on angled light so the answer to your specific question is somewhat dependent on the number and spread angle of your lights.
