In theory, yes - and I know a few anecdotes of torch corals spawning and growing out successfully in tanks (it's definitely not common though). Torch corals are thought to be hermaphroditic, self-fertile* brooders,** so rather than those being eggs released from that torch, each of those would be planula larvae (i.e. baby corals, rather than eggs). My understanding is that these, like most planktonic larvae in our tanks, are generally eaten or killed off/pulled out of tanks by our equipment (filters, skimmers, etc.), but if they can find somewhere safe that has proper substrate, flow, lighting, etc. then they'll survive.

If you can collect the larvae, then you can put them into grow-out tanks that you've prepared for them (which could raise your chances of success), but even then there's no guarantees of success in the rearing.

I was at Jersey Corals a little over a year ago and his tanks were covered in small torches that had spawned in his system. I believe ARC or TCK also have torches spawn in their system.
