On the heater itself it says do not submerse over line and everywhere on the internet it says it is a fully submersible heater? the model number is 3605090.

I just dont want to shock the fishies
 
I have 3 of these, and since eheim bought out jager they never changed the blue top that shows the water line, but on all the new boxes that they come in, they say they are fully submersible. I would think that they are okay to be submerged but have no need to do so with mine. So I really can't say from personal experience, but I would if I needed to.
 
I don't have mine completely submersed in either my DT or QT....but I think thats because I had a Stealth blow up and destroy my sump in the past :)
 
IIRC, it has something to do with restrictions in Canada. I believe they are all submersible but in canada they are rated as non-submersible. I heard this a long time ago and don't remember the source so take it for what its worth:)
