Ehiem heater cycling?

Just trying to figure out what my next move is going to be for my heater setup. I have an ehiem jager 300w in the DT of my 75g and a small one in the sump only for backup at the moment. I have the ehiem set at 78. And I swear it used to be able to get there last summer. Anyway my house is mostly at 67 in these winter months and the tank seems to struggle to get to 77 and sometimes will dip to 76 in the colder nights. Big question though is what is the proper heater operation? It will cycle on and off even though it's not close to the set temp. When I'm home and the house is around 71 it will eventually cycle itself up to 78. I thought it should stay on solid until the temp is reached?
 
Are they both getting hot? Feel them. I have had a few over the years light up but never get hot after a while.
 
Backup one is only there for well, backup if the temp drops too far. And yeah the main one gets hot when the light is on. It just seems weird that its cycling with the temp being way too low still
 
It will eventually get to 78 when the house temp is higher
 
It should stay on solid until the temp is reached. Turn it up a bit and see if this helps. If not, then maybe it needs to be the backup.
