Electricity in the tank

Was having some issues with my corals sometime back. Right now I just have fish in the system. Someone mentioned on someone else's thread that electricity could be an issue. I threw a volt meter in mine to test it out. Only problem is, I don't know how to use it. I had it set to 200m DCV. It was registering at about 15-20. I cut off all electricity to the tank and it was still registering at about 10. Is there an amount of time for that current to dissipate before it registers 0? Any advice would be nice.
 
You'll be looking for AC rather than DC. Put the positive probe in the water (red) and the negative to ground. If I find anything over 0, I unplug one thing at a time until I find the culprit(s).
 
sounds like maybe you are getting a false reading, should be 0 when everythings off, you sure you didnt leave something on like a heater?
