Elegance Coral Not extending

I have had this elegance coral for about 3 weeks now. The tentacles shrunk right down as soon as I put it in and have never extended beyond what you can see in the picture. Any thoughts?

not a typo, it is really over 700. I think it was because I had used the Sea Lab #28 blocks. I have stopped using them and I am water changing to get that down.
 
I would put it in a shady area. I have a new elegance (less than 1 month in tank) and I've noticed the areas that get more light don't look as good as the areas that are being partially shaded from corals above it.

I am having a similar problem with 2 of the 3 elegance in my tank.
1 is doing great and fully extended daily while 2 just dont extend.

Is it in a high flow area? Mine hate high flow or even medium flow for that.
 
Mine was in a basically no flow area. I moved it to get some flow. I got some of that new redsea AB+ stuff and I'm seeing limited results with that (all other corals are exploring from it). I'm trying not to make too many moves with it, but I'm gradually getting it into more flow. It is also expelling waste quite a bit. So maybe it's just getting too much food?
