ELI5 Programming an Ice Cap Gyre 3k

So I like to consider myself tech savvy, but these gyres are kicking my tail. What I want to do is program them to run in random mode at a max of 80% for the photo period 11am to 9 pm, and then I want them to run random mode maximum of 50% for off photo period 9pm to 11am but I'd also like to throw in 20 minutes of constant 100% right before lights on for detritus clearing. Can anyone walk me through this like you're teaching a 4 year old?
