Elos 70 seam woes

I purchased a tank from a guy who listed it in excellent condition. He lived 3+ hours away and his pictures looked great.

Fast forward after I already paid the guy, then drove 3+ hours to pick it up I inspect and find the air bubble below on the bottom outer seam. I point it out but he just keeps telling me it holds water. I take possession because I tell him I'll let him know what I find out about it assuming he would work with me.

After checking with Elos and a few reputable local builders the consensus is that it need repair or possible rebuild.

The seller basically tell me to go take a walk.

I wanted to get other opinions on the severity to see if it can be repaired or if it needs rebuilt or if it might be ok to use.

It looks like that bubble has been there since manufacturing. It may hold water like the previous owner claimed but its a weak spot i wouldn't want there long term. I have seen experienced tank builders fix bubbles like this before without rebuilding. They use two hypodermic needle's. One needle injects the silicone and the other lets the air out while the silicone fills the hole.

That's a pretty big bubble, I would not trust it
