Emergency drain is not fitting properly

So I just got done plumbing my system and I’m noticing that there’s water coming out of the emergency drain as Im filling up the tank. I installed a 400gph fiji cube overflow that I purchased. When I was installing it the little blue pvc piece for the emergency drain did not fit at all so I took a box cutter and kinda gave it a rounded edge and it went in snug... obviously not snug enough as water is coming through. Am i installing it wrong? Am i supposed to prime it and use pvc cement like all the other plumbing? I’m definitely doing something wrong here. Thank you!
 
The pipe is press fit do not glue. You can put some silicone on the pipe and press it in That should seal it. It has no pressure so no need to glue it

But my thing is is that it’s not going in. I trimmed it a bit and it went in but water was still going through. I’d like to avoid silicone because I’m impatient and ready to see the water flowing for the first time between the tanks!
