Re-organize the rock scape. Or try taping a mirror to tank so he fights himself. Pbt can be nasty - especially if they are established and u try to add more tangs. By the way what is a tang 9? Hippo tang?

Find a acrylic fish trap, don't feed the tank for a few days and then place food in the trap. Or as said above drain some water and then attempt capture.

That powder blue will harass those fish to death.
