Emperor Angelfish issues

My Emperor angel has "something" that I can't figure out. Initially I thought it was flukes but I am not sure. The tank is on day 2 round 2 of Prazipro and the spots don't seem to be getting any better. They are too big to be ich I think. As best I can tell they are not raised and do not seem to move.

I have spent more than a few hours searching and reading but I am still not sure what it is. any thoughts welcome. Thanks in advance.

I have tried to catch him but no luck. I am reconsidering my rockscape at this point as it is nearly impossible to catch anything.
 
Are all of those spots on him or the glass? Or is it just the two you circled? I would definitely do a FW dip if they aren’t raised.
 
All of them are. I’m going to try to catch him again but he REALLY doesn’t want to be caught...

Once you catch him, make sure to temp match the water, use an airstone and I usually shoot for 4:45 in freshwater and out by 5 min.

For difficult to catch fish here's a neat trick: Wait until the tank has been dark for a couple of hours. Using a small flashlight, shine the light into the fish's eyes. It will mesmerize the fish, making it easier to net. Works pretty good.
 
My son and I tag teamed trying to catch him and succeeded only in stressing all of us out, the Emperor not the least of us... He has a really great spot that I can't get to him at and 4 or 5 ways out. I'll try later again but he now has more spots that look similar to the ones he already have, maybe they are "stress" related. Do I get him a facial or play soothing musac for him???
