It does look like stress spots but it could also be a bacterial infection. Stress could be caused by poor water quality, exposure to parasites or toxins or aggression issues with tank mates.
Stress also tends to make bacterial infections worse. If it doesn't look to be getting worse you might get away with just fixing the cause of stress. Assuming your tank set up is fine, I would recommend testing your water to make sure it is good. If you have a parasite issue, you will need to fix that. Watch for signs of aggression to make sure he isn't being picked on. Lots of things you can do to help if that is occurring.
If it does look to be getting worse you may need to pull into a QT tank and treat with antibiotics. The normal recommendation is to use Metroplex, Kanaplex and Furan-2 all at the same time to give it the best chance of success. Some of these bacterial infections can be very aggressive so it is important to hit them hard.
