I have a 55 gallon with live rocks and coral frags, and a green mandarin. I can see some copepods on the glass and my mandarin is healthy. Would it be fine if I put a ruby red scooter dragonet and a fairy wrasse? Or should I culture more copepods?

I would just make sure you have enough hiding places for the pods and try to every so often either feed photo and or even add new pods. As far as the mandarin and scooter getting along I don't see an issue but I've had fairy wrasses in the past punk my dragonets in the past.

I have phytoplanktons, but in S. Korea where I live don’t sell live copepods. How should I do?

I would just make sure you feed often enough to keep up with the demand and maybe grow your own if you're that concerned. There are hatcheries you can make and tanks I've seen people keep specifically for copepods.

Apart from phytoplankton you could try this if you got no sump.

I got 2 set up on my verandah, all i do is every now and then i give it some fertilizer and i top up with rainwater.
I got tiger pods growing in there, but you could use your own tank water from a waterchange to start a culture of the pods you already have.

More rock in the tank will provide more hiding spaces for copepods to breed. Less rock equals less copepods.
