I currently have a 75 gallon, 25g sump, im wanting to add a 40 gallon breeder as a frag tank. Gonna plumb as one system. Question is will a danner 9.5 with maybe 5 ft of head pressure be suffecient to supply the two tanks?

I would run them on there own, just for the simple fact if you somehow get a pest or some other nasties one will not transfer it to the other.

I have a seperate 125g running independently from this system. I wanted to increase the water volume on my 75 for stability reasons not to mention, it will be cheaper because I won't have to buy skimmer, and other equipment. Also wanting to stay with two water changes and not three seperate systems

A 9.5 on for a 75 is more then enough for turn over rate, at 5 feet you are still getting 700 plus from it so you could run a reactor or two. I prefer a slower turn over rate say 3 to 5 times some prefer higher and some like to match what skimmer pump will do or close to it. The other thing to consider is can your overflow deal with 700 plus. I guess the best thing to do is put a ball valve on the output.
