Enough O2?

46 g. bowfront established 08/01/12. 40# live sand, 40# base rock, 50# Fiji rock. 2 - 36" T5HO bulbs - 1 white, one blue and two Hydor powerheads for more circulation. Eheim blew a head gasket on day 3 so kept circulation going with an Emporer 400 w/bio-wheel. Last week, towards end of cycling had a great diatom bloom so put in some Astrea and Cerith snails. They are doing great working on the diatoms. Friday I got the parts in for the Eheim and got it running again. Tank looking good but several of the snails are hanging at the edge of the water. I was wondering if there isn't enough O2 in the water. The Eheim produces no visible bubbles. I am hoping to ad some color in the next week or so but want to make sure that everything is OK and stable first.
 
Many of my snails hang around the edge of the water during the day. As long as you have good movement and good surface agitation it should be good.
