If old equipment has been sitting dry for over a year, is it sterile for use?

I've always approached this question assuming the answer is "Yes" and it's worked out fine for me. I do rinse everything off just to knock the dust off but in terms of pests I believe so. Is that what you're asking about?

Yes, just rinse it with tap water prior to use. For some reason, certain electrical aquarium devices seems to "age" poorly in storage though - be sure it all is operating properly.

Yes - I would be particularly careful with heaters

Agreed yes. Rinse well and any pumps, run freshwater through it
