Ive always done the sand first and then added the base rocks. Id add a little water and then finish off the scape. Make sure that the base rocks are really into the sand so they don't move around once your add the other rocks on top. Also plan your scape for coral. you can say what you want but you'll have coral in your tank within 6 months.......I promise it.

i know it's a while away but which type of clowns do you like only have 1 pair of wyoming whites, few pairs black/white snows i'll get a couple pics back in a few

Are the black and whites the ones with the fun personalities?

Kind of going off of something @DownSouthBandit said, should I still add bottled bacteria even though I'm going to be using live rock? Also, should I add ammonia or feed the tank while I'm waiting for the tank to cycle? I would prefer ammonia, so I can be more precise in my testing, but I don't know if it would harm the live rock.

There is no need for ammonia with live rock. Adding bacteria in a bottle is up to you. This rock is currently in a dark tub with a pump and skimmer. I will add a piece with some coraline algae to kick that off for you. You don't want to start a new cycle and kill off any micro critters.
