Eshopps Axium X-160 tuning

I recently purchased an eshopps axium x-160 and am having issues with it overflowing. I have it in 7 inches of water. When I plug it in, it almost immediately starts to fill the cup. I have the silencer closed and the water outlet all the way open. I’ve tried about everything I can think of to get it working. Any suggestions?

Open the silencer and the gate all the way.

Then over several days adjust via just the gate valve.

Keep in mind that any adjustments to a skimmer takes time to fully kick in. So small change, check in 2 hours, repeat. Will take about a week to break in as well.
