Is it ok to spilt a ethernet cable that's feeding my Apex from the router...
To feed into my reef link too?

I'll use a non powered ethernet Y connector to split.

Will there be any signal loss or should I use a powered ethernet hub to spilt the line?

If you use a splitter it will probably work fine but you will be reducing the speed of both connections. You’d be much better off just buying a cheap pocket switch
 
So there are 4 pairs of wires. Unpowered 10/100 Ethernet only needs 2 Split it at both ends into two new jacks and plug and go.
 
I would always avoid splitting Ethernet cables. Your router can’t distinguish between the two devices. Thus your app won’t be able to differentiate between the controllers
routers function off of MAC address, it can distinguish between them and will assign them each an IP based on their MAC. But as has already been said, it will reduce the speed of the connection for each.

That'll be perfect for your needs. Feed > Switch then plug your other 2 cables into the switch.
