Euphyllia not doing too well

I have a tank with completely cycled rock and but zoas and euphyllia are only partially open.
Temp-77
Salinity-26
Nitrate-5 to 10
Phosphate 0.1
Size of tank- 40 g
Phosphate reactor, skimmer, mangroves, 1k gyre at 20% because it’s strong
One clown fish
The only thing open is a colony of clove polyps and rics
The tank had all rock replaced by Marco rock that was cycling in a bucket for 2 months
But still had a whole bunch of marine pure balls and other bio media from the beginning of system 1.75 years old
Why won’t my corals open???

what is your alk at? very important to maintain this with no major swings even 1dkh one way or the other.

Also are you certain your phosphate and nitrate are what you say, what is your means of testing. What brand.

I use Hanna for phosphate and salient for nitrate

Haven’t tested in awhile but all is squally at 7.6 and ph is 7.6
