External pump valve question

I'm done with buckets and want to siphon water down and pump it back up from my basement for water changes. I have a panworld 150PS and 25ft of flexible PVC. My plan is to have a ball or gate valve between the brute garbage can and the pump. However, I'll probably need to dial down the pump quite a bit. Can I do this with the valve before the pump or will I need an additional valve after the pump? Thanks!
 
NO valves on the intake side of a pump, discharge side only.
I would make a "hook" from 1" pvc to go over the side of the tank with a valve on the outside to control the water flow into the tank. I would also want away to turn the pump off from upstairs just in case.
Remote controlled outlet?
IF you make the hook depth in the tank the same as your water change level you can use the same one.
If you need a pic let me know.
 
You don't want to starve the pump with a valve on before the pump. A valve after the pump will increase the head pressure but as long as it is within specification then it should be okay.
