Those fins are designed to radiate heat. The pump is supposed to run "cool" according to the internet.
I would probably shut it off and talk with the manufacturer about your pumps running temperature. If it's expected to be hot to touch then I would turn it back on. If not, I would replace it. I'm not afraid of burning down the house I just don't want to deal with the noise of sirens and smoke alarms.
