Extreme HLLE?

Occurred over the course of a week. One eye is cloudy. I think it happened after a water change but nothing else in the tank was effected. Thoughts?

Sounds right, only thing I am not sure about is the speed it developed. How long have you had him, and you said it developed this way in a week. Just may want to rule out bacteria infection also

Edit, just noted you said cloudy eye, more leaning bacteria now. See if anyone else around to take a look
 
@Mastiffsrule Started with a cloudy eye one day and took off. It could be bacterial? I would say that it does look like the "skin is rotting or peeling off the fish" had him about a week prior to this happening
 
One eye is usually an injury. Like when they wedge into the rocks or up against equipment for the night. But that does look like HLLE, especially the comment about the skin coming off, peeling.
Here's Humblefish's treatment advisory, and I'd recommend you add Beta Glucan to the tang's food. It's an amazing boost to the fish's immune system. Info below, I mix it Food + Beta Glucan + Focus (binder) + RO water to get the consistency you like.


 
If he’s still eating I’d try soaking some nori with Selcon and Garlic Power. Those two have save several tangs over the years and kept the rest fat and happy.
 
Try using Melafix for cloudy eye and skin issue
Step up nutrition and diet. At minimum:
Nori basted with garlic
Spirulina brine shrimp
Mysis shrimp
plankton
Formula 2 frozen and flake
LRS Herbivore diet

Add liquid vitamins to food 1-2X per week to food
 
That’s all focus does is just help it bind to the food. Soaking won’t do?
Sorry, I should have been more clear. You should soak the food in those things, but I believe if you use focus most of the meds should stay in the food and not in the liquid slurry. From what I understand it helps deliver the meds. I've also read a few accounts where melafix harmed a reef.
