My trigger seems to be developing pop eye???? Not sure what to do.

Looks like it's happening in both eyes. When this occurs, it's usually due to a bacterial infection. Do you have any corals in your tank or is this a fish only?

You can dose antibiotics directly into the water then. Erythromycin is the drug of choice for eye infections; you can also add minocycline to this to achieve a wider spectrum. Kanaplex would be a suitable back up plan.
 
I have a old style 30 galwet/dry sump set up on the 75 gal main tank. Will the antibiotics weaken/ kill off the bacteria in the sump? The setup has been running 2 years.

It will put a dent in your overall bacteria population, but it won't completely kill them off. And they will bounce back quickly! I used to use erythromycin/minocycline combo prophylactically in QTs with UG filters, and I never experienced any ammonia spikes or a mini-cycle.
