Failed power head cause algae bloom??

ok so every now and again my tank goes from looking amazing to algae all over glass and sand. It looks like the same stuff you scrap off glass every few days. Recently my jeabeo failed so I pulled it out and put a old korila in and of course it starts moving my sand around. It ended up clearing spot to bare bottom in the corner of my tank.
After about a day or so after that. My sand broke out in algae. Tested phosphate and it was .08 on Hannah I am out of nitrate test kit. I will be getting that tomorrow. So I changed filter sock and have some water mixing for a water change tomorrow. Sand bed is from 2to 4 inches accross tank. It's pretty uneven. I can't be sure but it seems like if I do anything to alter flow in tank. I get a temporary algae out break that goes away about two weeks after. Do you think this is from sand being disturbed? Thanks
 
Oh and all my coral sps included look fine. I am a little worried as I have a fairly new BTA and I am a little concerned that what ever got released from tank might hurt BTA. Sand bed is about 1year old and I do vacuum sand a little durning water changes
