Feather duster not regrowing crown

I have a tank full of feather dusters, so I'm not surprised when they rarely pop their crowns, because usually they regrow larger ones. However, my oldest duster has me concerned because he popped it almost two months and hasn't regrown it. At first he spent two weeks completely closed (like normal,) but now he sits his head outside the tube as of his crown was there. He also reacts to touch as normal by retracting back into his tube for a couple minutes. He's also the only one acting strange, it's a weird case

Is it in a good flow spot?

IMO , they actually like a pretty brisk flow.
