Question is this normal for this to happen with the feather duster?

Nope, vermited snail. Feed by secreating mucous to capture particles in the water then drawing it in.

+1 Vermetid snail....you're going to want to remove that before that slime starts irritating any corals around it.

...on closer inspection it does look like a retracted feather duster...if it is; it might be sending out either eggs or "male-juice"

Not the body or calcium structure of a vermetid snail which is scaled, not smooth. Dusters can and do emit mucous generally when unhappy or in distress. Its an indication to check water focusing on water flow, lighting ( both should be moderate) and also salinity ( range 1.024-1.026) and temperature range 77-79 and phytoplankton added occasionally to tank water.
