Feather dusters, or something bad?

Hey guys I was looking around in my tank today and noticed these almost feather duster like things, I initially thought they were aptasia but after looking around I don't think so. Also I have the brown/red-ish algae/cyano all over that is easily brown off with a turkey baster.

I was wondering if someone could point me in the right direction about the "feather duster" and if someone could confirm that I do infact have a cyano film on my rock. Phosphates

test 0 would it help to raise them up a bit for the cyano?

Sweet, so i shouldn't worry about anything being invasive? Also, any ideas about the algae on my rocks?

yep, feather dusters, their population will likely grow or shrink depending on the amount of particulates in the water column.
