Feeding Baby Porcupine Puffer

I Purchased a baby porcupine puffer a few weeks ago. He is barely bigger than my thumb. He has not eaten a thing that I can see since I've had him. I tried mycis shrimp with no luck. I got regular small frozen shrimp for him and put it in front of him with tongs with no luck, he kept running away. I put a fresh water ghost shrimp in there and he went up to him and checked him out for a second and swam away. I've put the smallest clean up crew crabs and snails I could find to entice him with no luck. I got a goby today and noticed that the puffer started chasing him around trying to nip at his antenna that sticks up, so now he's hiding in the rock work (the goby). So now I'm thinking that the puffer wants a fish??? So I figured I'd go to my Lfs and get the smallest minnow I can find and see how that goes? Any advice would be great! Thanks guys!

I was going to suggest ghost shrimp, as well.

I would think feeder fish is probably a little bit much. I would also try and get the goby out.
 
The ghost shrimp is still alive in there swimming around and that was like 5 hours ago. My friend suggested that as well.
 
My friend from the Lfs suggested the smallest minnow thing thinking he wanted a fish since he was following the goby and nipping at his fin
 
U might try some small frozen clams as well. Mine absolutely loves those along with frozen krill.
 
My buddy suggested that as well. I haven't done that yet but will try tomorrow!

We have on at the store that I work and he likes the live black worms that were mentioned.
