my tank is going fallow following a marine velvet outbreak i have several varieties of snails big and small and 2 skunk cleaner shrimp should i still continue to feed the tank a little maybe once or twice a week?
 
Yes. Feeding while going through a fallow period is essential to feed your CUC, and also to feed the nitrifying bacteria. If not, you’d have to recycle your tank before adding your fish back in.

And no, you won’t be feeding the Ich/Velvet parasites. They need a live fish host to survive.
 
Doing the same thing right now to be done with white spot, till my next cross contamination, I drop a conservative amount of pellets every other day or so and my whole CUC comes scurrying for them. My shrimp gather them up as they are falling and kind of break the pellets up a bit and then all my crabs congregate on the bottom and eat the rest. Everyone seems well fed and happy despite all their missing fish.
 
I’ll have to throw some in too, shrimp will never let any of that hit the bottom though!!
