Filter for Holding Tank

So I had an icky situation, but took care of it. 15 Fish all run through Copper Power in two 20 Gal tanks. All fish survived. While my DT goes through an extended fallow period, I moved all 15 fish into a 40B. Not Cycled. No useful natural bacteria. No Sand. No Rocks. Dumped a bunch of Dr. Tim's One and Only in there. I have a foam bubble filter in the tank and an Aqueon hang-on-back filter. Just not getting the job done. Fish are fine, but I'm cleaning brown dusty algae 3 times each day. A 30 gallon water change twice weekly keeps the algae down, but that's getting tiresome. Does anyone have suggestions for how to filter this tank? Cannister? HOB? Anything? I'll be in this situation for at least 8 more weeks. I'm OK with adding sand and/or rocks if that will help (I think it will). But will not add anything that's wet -- don't need any more disease.
