I have an InTank basket for my AC110 HOB filter. I bought the huge bag of Poly-Fil to use as my mechanical filtration. It works, but after a couple of months, I'm getting tired of having to dig out this wad of fluff that is almost impossible to get out without a tool since it's not actually one piece (fun fact, a paint stirring stick fits basically perfectly in the pad chamber of an InTank).

What are my cheap options for filter pads (I'm ok cutting to size) rather than buying actual aquarium filter pads?

Not sure how it fits in but have you considered a fine sponge?
Me cuz I love duct tape, would tie a piece of string on it.
I assume its the last filter in the stage? as polish?

I could try sponge. Was just trying to keep costs down so I can change often (and a lot more often than I currently do due to how much of a pain it is).

It's in my basket, so it's intake, mechanical media (currently the "fluff"), then a chamber with ChemiPure blue, and empty shelf, and then my skimmer.

Flow would be right to left with the large shelf on the left side removed for that 9001DC we were talking about:
