So in the near future I'll have a 20 gallon set up. To be honest with you I don't plan on having a sump, refugium, or skimmer. Will have a slow/long cycle, power heads, and frequent water changes. I've done this successfully on a 50 gallon years ago. I'm a little rusty but should I have some kind of HOB filter for oxygen(or another reason I can't think of), or will the live rock be good enough?

Your good. Make sure you have a ripple at the surface of the water, that will take care of you.

What Reefing Madness said. As long as you have a ripple you will be fine. I'm running a 20 gallon setup like that at the moment, the only thing I would recommend is to still get an ATO system to keep your tank toped off. I have the small Tunze ATO and no issues with the sensor in the tank and the fresh water mixing instantly.
