Fin rot or not?

Hey guys, I just noticed while feeding today that my watchman gobys dorsal fin is tattered and partly missing. Wondering if this is fin rot or if i should just keep a look out for him getting bullied. He's eating fine and acting normal - he's shy and hides in his cave mostly but always been like that. Let me know

Honestly hard to tell from the photos. Could be possible it might be aggression from other fish or possibly scrapes from rocks.
