Finally tanks up and running

So I was planning on doing this in July but due to a Aortic disection and nearing dieing I had to put the build on hold. So I'm finally healthy (80%)
And wanted to get my tank up and running so over the last 3 weeks I've been working on it and it's up and running for 10 days now. I put a bottle of Dr Tims one and only in on day 3 my ammonia has been around 3.64 on my Hanna checker the last 2 days 3.00 x 1.214= 3.64 so my question is should I be adding ammonia or wait till it starts coming down?
A little background I used 60lb of dry pukani rock a RS-200 Eshopps sump with a reef octopus classic 110-S skimmer Aqua Excel 8500 DC return pump (got a smoking deal) and a Maxspect razor 320 watt 15000k light.
My last question is when should I turn on the skimmer?

Aortic Disection, holy moly!!!!!!!!

Personally I just turn it on when I want to, in the long run it really makes no difference. After 10 days I would think that ammonia level is high.

Glad your health is better. I'll follow along for the ride.
 
Tank update: tank is coming along nicely I have 2 clownfish a diamond goby a cleaner shrimp and one tuxedo urchin.Cleanup crew 6 turbo snails 20 cert snails and 100 dwarf cert snails and 6 astraea snails O and one fighting conch snail. Corals I have 2 anemones, 1 torch, 5 zoa's and a couple others.
I Did have one question my over flow is getting a lot of algae in it and it's hard to clean can I put a couple snails in there? I was worried they'd get stuck in my drain pipe to the sump but I do have a strainer on my drain pipe but it has large holes figured worst case the snails would go into my filter socks.
