Fire goby and bimaculatus anthias

I introduced a bimaculatus anthias yesterday, and my fire goby seems to be afraid of it. It always stays in its hole when the anthias is around. I did not see any behavior of the anthias that is obviously threatening, and the goby was bulled by a long nose hawk in the past. Is the anthias actually bulling the goby, or is it just a PTSD? And what should I do about it?

My Firefish goby is skittish and goes into hiding for days, weeks or even months when there are major changes. That said, that single Bimac will likely transition to male and when it does its aggression level will increase significantly. My male Bimac chases most new additions and asserts its authority over my chromis and certain wrasses by chasing them around every so often. He ignores the tangs (they are larger), the gobies, as well as most of the smaller fish other than the chromis who have a similar body shape.

Bullying often has to do with tank size and available hiding spaces in the rock.

At the same time, fire fish is very shy and skittish, and whenever I used to work on the tank or add a new fish, the fire fish would hide for a day or two.
