I added (quite a large) fire shrimp a couple of weeks ago and he shed his skin the following day. Last week I bought another one that is smaller - he shed his skin 3 days after being in the tank but has shed it again a couple of days later. Is he likely to be stressed as I think my bigger shrimp may be bullying him?

That's what they do as they will grow but in a short time like that it can be a little stress yes, it has to do with swings in your parameters of you water.
It can be anything , ALK, CAL, No3, Po4, No2, ammonia, PH, NSW and temperature.
Test for all every other day and see if you can notice some swings.
